UPDATE IWC 2003

IWC - REPORT 2003

Date: 6/11/2003 10:52:42 AM
By: Andy Ottaway <campaign-whale@clara.co.uk

The latest reports are that Belize and Nicaragua have arrived to support Japan. Voting will be tight again and there is no certainty of anything. No new friends for the whales, of course.

The Infractions Committee met yesterday and it was really depressing to see how impotent the IWC is and how contemptuous the whalers are.

St Vincent were absent to answer questions about yet another illegal killing of a humpback calf. They still have no domestic whaling laws in place despite this being a condition of their increased quota of 4 whales per year for 5 years, agreed in Shimonoseki last year.

Japan has new laws which allow whales in nets to be killed and sold.

This was heavily criticized as an obvious infraction and violation of the moratorium. Japan, supported by Norway, said the IWC has no competence in this area. In 2000, 29 whales were reported as bycatch in Japan. Since the new law was introduced this has soared to 123 caught and 119 killed.

In Iceland a humpback whale was entangled and the meat was sold in Supermarkets. Like Japan and Norway, Iceland said that selling this ‘bycatch’ was not an infraction. Whale meat is common in Iceland and illegal whaling is believed to have continued in the north throughout the moratorium.

In Korea, illegal whaling is reported to be increasing with ‘bycaught’ minkes worth up to an estimated $40,000 US each. Organised crime is believed to be involved because the number of bycaught whales - about 3-4 per month has declined and the price of whale meat has escalated. Korea admitted that there is a substantial bycatch problem but supported by Japan and Norway said the issue was ‘not appropriate’ to discuss at the IWC. There is now every incentive for fishermen to kill rather than release whales caught in nets and, as usual, the IWC is powerless to stop it.

In 2002, 32 killer whales were killed in Greenland and 2 more have been killed this year so far. Orcas are protected by the moratorium but little action will be taken. There are also reports that Greenland is investigating trading whale meat for blubber with Norway which would be a violation of CITES and its aboriginal subsistence status at the IWC.

In the Faroes, six bottlenose whales were killed last year which is an infraction as these animals fall under the IWC ban.
The Faroese delegate is not here yet but Denmark argued that these whales simply stranded and were simply euthanised. No action will be taken.

Finally, today in the Aboriginal Subsistence Whaling Sub-Committee meeting Russia asked
for the IWC to delete the words ‘whose needs have been recognised by the IWC’ from their
grey/bowhead quota claiming it is discriminatory’ as no other AbSub quota has this condition.
TO THESE WORDS WITH A SCHEDULE AMENDMENT IN PLENARY WOULD NEED A ¾ MAJORITY BUT IT WOULD OF COURSE BE VERY HELPFUL TO THE US IN THEIR DOMESTIC LAWSUITS OVER THE MAKAH HUNT.

KILLING ZONES FOR WHALES ARE NO PARADISE FOR TOURISTS NO PARADISE FOR TOURISTS
Call to protest against Japan, Norway and the Faeroe- Islands as well as Denmark at the ITB 2002 in Berlin

Also this year nations and the travel industry have invited to visit them  at the International Tourism Fair (ITB) in Berlin / Germany. Even the Whale Killer Nations have asked you to see them. That should be used to tell the representatives of these "Con-States in whale protection", who present themselves without any shame, your personal opinion and to cancel any agreements and bookings.

I WILL NOT MAKE HOLIDAYS IN A COUNTRY, WHICH DOES MASSACRE WHALES!

- is already the call of millions of people.

This also should be the message from you, which the representatives of Japan, Norway and Denmark (Faroe-Islands) should - together with empty order books - carry home to their states. Again and again everybody has to do this and as long as the slaughter of the whales is not stopped.

As one of the most important global tourism trade fairs the ITB will be held from 16. until the 20. March 2002 in Berlin. All whaling nations have one common denominator: They ignore the wish of the vast majority of the world population, which demands to just leave the whales in peace.

Norway, exhibiting in Hall 18, Stand  Nr. 31/1, continuously ignores since 1986 the internationally agreed moratorium to stop any commercial whaling and slaughters every year hundreds of Minke whales.

Since the International Whaling Commission (IWC) has forbidden to catch whales, Norway just permits itself and determines its own whaling quota. International agreements are pushed aside by Norway without any hesitation.

Reason is the lucrative business to (illegally) export whale meat. Though the export of whale meat and blubber (the solid fat under the skin of whales) deriving from internationally protected whale species is strictly forbidden, continuous illegal trade and smuggle mainly to Japan were and are uncovered.

Meanwhile Japan does not even cover any longer such open violation of the import and trade prohibitions agreed by CITES (the Convention on International Trade of Endangered wild Species of fauna and flora) concerning any whale product. Japan's renowned "Asahi Shimbun" newspaper reported on 3rd March 2002 that several tons of whale meat had already arrived in Japanese harbours from Norway and one would just have to wait until the sale would be given its concession.

The Faeroe Islands, exhibiting in Hall 18, Stand Nr. 08, are responsible for the most cruel whale massacres world-wide. Every year more than 1000 Pilote whales are slaughtered around these islands without any need or necessity. The Faeroe Islands have as a protectorate semi-autonomy under the European Union State of Denmark.Whole family pods of whales are driven by motorboats into flat bays, where their heads are severed with long machetes, while the whales are fully conscious. Though such cruel deeds are strictly prohibited in any state of the European Union, the government of Denmark does simply NOTHING to stop that blood bath, which has been criticized massively since several years. The IWC conferences have several times officially condemned that whale slaughter at the Danish Faeroe Islands. But in blunt disregard of such decisions and against all the protest of the world, the people of the Faeroe Islands continue to slaughter the Pilot whales and dolphins. DETAILED INFORMATION see: http://www.ecop.info

Japan, the WHALE KILLER No. ONE, which can be found at Hall 26a, Stand Nr. 19, is world-wide the driving force behind the ongoing whale slaughter. The international prohibition to kill whales is circumvented by Japan under the disguise of "science". The Japanese just laugh about the IWC, while they are shooting these peaceful sea mammals by firing explosive harpoons from high-tec cannons into endangered whales.

All negotiations and agreements to establish protection zones for whales are attacked by Japan and already established and recognized sanctuaries are neglected by the Japanese. Every year Japan does send its floating slaughterhouses into the internationally recognized protection areas of the Antarctic. Even there the Japanese kill hundreds of protected whales and show no respect whatsoever for the calls by the international community to protect the whales. Japan shows clearly that it simply doesn't care about what the humane global community wants.
World-wide protests of conservationists and animal rights groups are likewise ignored as the official protest notes from the IWC or from concerned governments. This year Japan wants to kill nearly double the number of whales than it killed last year. Not only Minke whales, but also the large Sperm whales, Bryde’s whales and even the endangered Sei whales shall fall prey to the insaturable desire for whale meat of the some rich people in Japan. In order to continue the exhaustive exploitation of the whales, Japan has been found bribing the numerous poor IWC member states of underdeveloped nations and to threaten them with the withdrawal of economic or development aid in order to vote for that what Japan wants. Thereby Japan does manipulate the democratic decision making processes at the IWC and CITES conferences.

CALL FOR ACTION
Please show your outrage to these countries and to their associates in tourism concerning the continuous slaughter of the whales, those gentle and intelligent giants of the marine world and please let these states know your clear opinion. Please do show also your responsible position as visitor, travel agent, tourism promoter or as head of a tourism corporation with your boycott of these states. Just throw the destinations JAPAN, NORWAY, FAROE, DENMARK out from your travel programme and show solidarity with the CEO of one of the larger german tourism companies, who proclaimed::

"IT IS A SHAME IF A COUNTRY OR PEOPLE NEED TO FILL THEIR POCKETS WITH THE EXTERMINATION AND EVEN EXTINCTION OF ANIMALS ! THOSE HAVE NO MORALS AND NO ETHICS. IF NOT FOR US WE HAVE TO STAND UP FOR ALL OUR CHILDREN AND TO PUBLISH THE NAMES OF THOSE COUNTRIES AND THE NAMES OF PERSONS RESPONSIBLE AS ROBBERS OF OUR PLANET. IT'S BETTER TO LOSE SOME MONEY THAN TO LOSE ONES CONSCIENCE !"
